New SDF command will be key for contingency planning, Australian commander says

The Self-Defense Forces' newly launched Joint Operations Command (JJOC) will play a critical role in coordinating responses with allies and partners to a broad spectrum of potential crises, the chief of a similar Australian military command established in 2004 told The Japan Times. "I see this as another milestone in an ever-evolving and strengthening relationship with Japan," Vice Adm. Justin Jones, the Australian Defence Force's (ADF) chief of joint operations, said in an exclusive interview Monday, noting that the new structure will not only enable direct communication with similar commands in partner countries but also result in greater speed and efficiency when coordinating and conducting joint operations. "Without a doubt, the new SDF command will be enormously important for contingency planning," he said.


Taiwan turns to companies in Ukraine for China contingency planning

Taiwan is learning from companies in Ukraine that continue to operate during the country's fight against Russia, a senior Taiwan official said Wednesday, as the island speeds up contingency planning amid heightened Chinese threats. China claims democratically governed Taiwan as its own territory, despite the objection of the government in Taipei, and has ramped up its military pressure against the island in recent years, including holding several rounds of major war games. "We hope to learn from Ukraine's first-hand experiences -- how private companies helped build the resilience of its government and society during wartime," said a senior Taiwan security official, who requested anonymity due to the sensitivity of the matter.

Generating safe and non-conservative behaviors in dense, dynamic environments remains challenging for automated vehicles due to the stochastic nature of traffic participants' behaviors and their implicit interaction with the ego vehicle. This paper presents a novel planning framework, Multipolicy And Risk-aware Contingency planning (MARC), that systematically addresses these challenges by enhancing the multipolicy-based pipelines from both behavior and motion planning aspects. Specifically, MARC realizes a critical scenario set that reflects multiple possible futures conditioned on each semantic-level ego policy. Then, the generated policy-conditioned scenarios are further formulated into a tree-structured representation with a dynamic branchpoint based on the scene-level divergence. Moreover, to generate diverse driving maneuvers, we introduce risk-aware contingency planning, a bi-level optimization algorithm that simultaneously considers multiple future scenarios and user-defined risk tolerance levels. Owing to the more unified combination of behavior and motion planning layers, our framework achieves efficient decision-making and human-like driving maneuvers. Comprehensive experimental results demonstrate superior performance to other strong baselines in various environments.


Republicans demand government default avoidance details from Treasury, ask about 'contingency planning'

House Republicans are demanding more information from Treasury Secretary Janet Yellen on what – if any – safeguards are in place to keep the economy from careening off a cliff if the debt ceiling is not increased and the government is forced to make tough spending choices. House Financial Services Chairman Patrick McHenry, R-N.C., asked Yellen in a Tuesday letter exactly how long the government will be able to operate now that it has hit the $31.4 trillion debt ceiling and asked for an exact date. McHenry asked Yellen to provide "Treasury's current projection of the X-Date, along with how Treasury has arrived at this projection." So far, Treasury has said it expects it will need to begin borrowing money again by June 5, but has not explained publicly how it reached that date. McHenry also asked Yellen to provide a Treasury briefing to the committee by next week about federal debt management and "contingency planning."


Drone hit newly erected crane during Kent site survey - report

A pilot has flown a drone into a crane, according to an air-accident report. The pilot had planned the drone flight in Kent with four reference points, all at 400ft above ground level - higher than three existing cranes on the site. But another crane was erected after his site safety visit, and on take-off the drone crashed into the jib of the new structure, damaging the unmanned craft. The crash, in June last year, is listed in the Air Accidents Investigation Branch (AAIB) update this month. The incident report was picked up by The Register.

The chancellor told MPs there would be a "number of impacts" on the financial system that would have to be addressed. Economists have warned of market volatility and a sharp fall in sterling should there be a Leave vote. The chancellor said it would be up to the Bank of England to consider appropriate monetary responses. Mr Osborne, a key figure in the Remain campaign, has previously refused to be drawn on whether the Treasury and other public bodies were, in any way, preparing for the possibility of a Leave vote in the referendum on 23 June.
